   Sub: Procedure for processing of proposals for PPS / CPP; seeking coal blocks 'coal linkage received from the Ministry of Coal.

Sir,

2. In consonance with the aforesaid guidelines dated 3rd November, 2006, the procedure at para.(3) below is to be adhered to with immediate effect for processing the proposals of IPPs / CPPs.

3. (i) The applicants are required to send their proposals directly to the Ministry of Coal for grant OF coal blocks / coal linkage.

(ii) The proposals as received from the Ministry of Coal far comments  would be sent to the Central Electricity Authority (CEA) for their examination and remarks. For this purpose, CEA would set up a Standing Committee with the following composition to examine proposals for coal linkage / coal blocks.

1. Member (Thermal) CEA
2. Chief Engineer (Thermal) CEA
3. Chief Engineer (Planning) CEA
4. Chief Engineer (0M) CEA
5. Nominee of Power Finance Corporation Ltd , New Delhi.

(iii) The above Committee wilt examine the proposals applications of IPPs / CPPs for grant cf coal linage / captive coal blocks and send its comments to this Ministry in the enclosed format, keeping in view the prescribed norms of allocaticn Of coal block / linkage of the Ministry of Coal and the policy guidelines Of the Ministry of Power in this regard, as issued from time to time.

(iv) The comments Of this Ministry as well as any further clarification thereon, will be given by the representative of the Ministry Of Power during the course of the meetings Of the Screening Committee / SLC(LT) in the Ministry Of Coal.

4. This issues with the approval of the competent authority.
