The Building Code was initially designed in 2003 and adopted in 2012 with a view to support further optimization of thermal efficiency in buildings. The policy is based on the Technical Regulation on Safety of Buildings and Works (the Federal Law N 384-FL of 30 December 2009). It is stressed that consistency and coherence with international standards and norms on energy efficiency in buildings have to be strengthened.
Efficiency
Приоритеты ЭЭ: 
Advancing efforts on the way to cleaner and more efficient energy system, the Code concentrates on improvements in building energy efficiency. The Focus is made on thermal shielding of constructed and reconstructed public, residential, industrial, agricultural and storage buildings (art. 1).
EE building standards: 
Energy efficiency in buildings is elaborated based on consideration of the following criteria and specifications: specific demand for heating during heating season, indoor climate of the building, optimal parameters of the indoor climate, internal heat gain to the building, index of heat gain to the building, building compactness ratio, glazing-to-wall area ratio, length of heating season, factor of thermotechnical uniformity, thermotechnical nonuniform fragment of the enclosuring, specific losses of heat through linear thermotechnical uniformity, specific losses of heat through dot thermotechnical uniformity, fireproof encasement, internal heat loss at the surface, heat protection of the enclosure, specific losses of heat through dot thermotechnical uniformity, etc. ----- An emphasis is placed on energy efficiency requirements for heating and cooling of buildings. Art. 10.3. Ranking is made for buildings within certain class range (A to E). ---- Art. 10.4. It’s underscored that design and construction of buildings of D and E class is prohibited.
