National policy structure: 
The Government shall prepare an alternative energy plan for the territory of Guam for the purpose of reducing the territory's dependence on fossil fuels, based on two results and findings of the alternate energy plan and other alternate energy studies completed with respect to the territory of Guam - no later than 1 August 1983.
Technology
Clean energy technology priorities: 
The Governor shall direct the Guam Power Authority, the Public Utility Agency of Guam, the Univesrity of Guam and any other appropriate entity of the Executlve Branch to assist in the development of an alternate energy study.
