The national climate change framework strategy has recently been translated into a National Climate Change Action Plan (NCCAP), which prioritizes food security, water sufficiency, ecological and environmental stability, human security, climate-smart industries and services, sustainable energy, and knowledge and capacity development as the strategic direction for 2011 to 2028. This document assesses the current situation of the country with regard to climate change risk and outlines the NCCAP’s strategic direction for 2011 to 2028 as a response to the current situation and projected impact.

Efficiency

EE targets:

Create enabling policies and stable policy environment for energy efficiency and conservation (EE&C).---Promote market driven demand-side management.---Implement clean fleet program 2011-2016.

EE transport standards :

Output: Environmentally sustainable transport strategies and fuel conservation measures integrated in development plans.---Implement energy efficiency labeling for new vehicles -2011-2016.

EE financial incentives:

Output-transport: Innovative financing mechanisms developed and promoted.---Implement appropriate innovative financing to encourage new investments in (Environmentally Sustainable Transport) EST.

Renewable Energy

RE priorities:

NCCAP prioritizes [...] the development of sustainable and renewable energy.---Develop a national RE program.

RE action plans:

Increase generation capacities of RE systems.---Increase rate of use of RE systems in the national electrification program 2011-2016.----For 2011 to 2028, the strategic priorities will be the implementation of the National Renewable Energy Law.

Increase financing for poverty reduction and conservation in RE host communities.

Environment
