Overall Summary: 
The Concept examines measures to enhance efficiency of Tajikistan’s energy sector pursuing a broader objective of diversifying the national energy mix and supporting economic development. The policy came into force on the 3rd of August 1992 pursuant to the Decree of the Government of the Republic of Tajikistan №318. The focus is made on the following: 1) current status of energy sector in the Republic of Tajikistan; 2) objectives and targets; 3) forecast demand for energy carriers for the period of 2003-2015; 4) de-monopolization and restructuring of the energy industry; 5) improving investment climate and putting in place appropriate financial incentives in an integrated way; 6) supporting the formulation of effective and coordinated policies; 7) protection of the environment and achieving the objectives of energy sector development in a sustainable manner; 8) scaling up environmental remediation technologies, research and development.
Access
Energy access priorities: 
Stabilize and improve efficiency of power supply in remote areas through introduction of renewable power generation.
Efficiency
EE priorities: 
Design policy instruments to foster conservation of energy (among all categories of consumers), develop balanced solutions to existing tasks of enhancing efficiency of the national energy sector. --- Priorities: develop EE policies and institutions supporting the objective of Tajikistan’s economic growth.
EE targets: 
Potential for improving energy conservation is estimated to be about 30-40 per cent.
Renewable Energy
RE priorities: 
Art. II ‘Objectives of the Concept’. Remove barriers to enhancing the use of renewable energy, facilitate the introduction of innovative clean environmentally sound technology solutions.---Rich in hydropower, with much RE potential remaining largely untapped, Tajikistan will implement measures to set in operation new hydropower generating facilities.
RE action plans: 
Art. ‘Protection of the Environment and Tackling Existing Environmental Issues’. State support will be provided to the enterprises introducing low waste, resource conserving technologies and using renewable resources.

Infrastructure development priorities: 
Objectives of the Concept include modernization of Tajikistan’s unified power supply system.

Clean energy technology priorities:
