Overall Summary: 
The Concept is developed by the Ministry of Energy and Industry based on the key elements and underlying principles of the Program of the Republic of Kyrgyzstan on Transition towards Sustainable Development for 2013-2017, in accordance with the National Strategy for Sustainable Development for 2013-2017. The policy sets forth a long-term vision for the development of national hydropower sector simultaneously addressing existing environmental challenges and seeking to ensure balance between stability and efficiency of the national power sector.

Art. 4. Stated objectives include ensuring equitable access of women to reliable and affordable energy services.
Renewable Energy
RE priorities: 
Enhance energy security through development of hydropower (construction of small and medium-sized HPPs), ensure thereby environmental sustainability of the national energy sector. The policy introduces incentives to increase the share of renewable energy in the national energy mix.
RE action plans: 
Plan of Action: Design a long-term strategy for the development of RE focusing on measures to increase the share small hydropower in the national energy mix. Develop technical requirements for connection of RE facilities to the grid. ------ Develop criteria for preparing a feasibility study for a small hydropower plant taking into consideration environmental, geographical, technical and economical parameters.
RE reductions in taxes: 
Art. 6. Tax relief scheme is introduced for imported and exported renewable energy equipment.
Mandatory connection: 
Art. 6. Policy options, instruments and tools to support the diversification of the energy mix through increased uptake of renewable energy are identified. Among proposed measures is mandatory connection of renewable energy to the grid. Grid connection rules have to be developed.
Pricing
Energy pricing: 
Identified vulnerabilities include lack of adequate tariff policy required to support the promotion of small hydropower.
Investment
Energy sector investment priorities: 
The policy seeks to increase public investment in RE projects.
Governance
National policy structure: 
Amendments will be introduced to the Law of the Republic of Kyrgyzstan on Renewable Energy concerning the medium-term tariff policy for renewable power until 2017.
