Energy Supply and Infrastructure
Infrastructure development priorities: 
Art.3. The policy identifies energy security issues in the regional context, stresses the need for improving gas exploration and transportation infrastructure. Priority projects include Sakhalin-1 and Sakhalin-2, the establishment of gas production centers in Irkutsk, Yakutsk and Krasnoyarsk.
Cross-border energy infrastructure: 
Concept of Export Policy on Gas Supply to the Asia-Pacific Region endorsed by the Government of the Russian Federation on 16 July 2002 (Decree № 975-r) lays the ground for national efforts on the development of regional infrastructure for gas trade.
Trade
Energy trade priorities: 
Enhance energy cooperation through the establishment of a single export channel to Asia and the Pacific. --- The policy expects regional trade to see considerable increase, it thereby calls for measures that allow trade to fulfill its potential as a driver of growth. Competitive and sustainable natural gas products shall be provided to domestic consumers.
