Overall Summary: 
Kazakhstan’s law on Energy Conservation and Energy Efficiency is a strategic policy enacted to target significant decreases in industrial and municipal energy consumption. The law envisages establishing legal frameworks for improving energy conservation, energy efficient infrastructure development, shifting the national economy to green growth. The law proposes investments in refurbishing and modernization of existing energy infrastructure and programs on green technologies supported by the Government of the Republic of Kazakhstan.
Efficiency
EE priorities: 
The Law gives particular consideration to a number of areas: policy and regulatory frameworks for enhancing energy efficiency, energy tariff regulations, standards and labeling, developing market-based approaches and financial instruments.
EE targets: 
Chapter 3 sets out overall targets for energy efficiency improvement in buildings and constructions, incentivizes the use of energy efficient materials, introduction of differentiated tariff systems, energy audit procedures. The present Law focuses on multiple benefits that improved energy efficiency brings.
EE standards for appliances: 
Art.8. of the present Law envisages enhancing energy efficiency through enabling appropriate policy environment and regulating energy performance, enforcing legal and regulatory frameworks for advancing the utilization of energy efficient appliances and equipment in residential sector.
EE building standards: 
Energy audit allows detecting bottlenecks where the introduction of energy-efficient measures and technologies might be most beneficial. Art. 16 provides specifications for energy audit engagements. The article defines overall principles and measures that support the dissemination of energy management systems, standards and policies and practices related to energy audit.
Governance
Energy institutional structures: 
Art.4. The Government of the Republic of Kazakhstan ensures the implementation of the present Law through elaborating programmes for energy sector development. The Government regulatory bodies carry out a wide range of activities, specifically, design of national energy policies, development of energy concepts targeting efficiency improvement in residential sector and transport, setting energy audit requirements and standards, and oversee training activities on energy management. Other regulatory bodies, e.g., the National State Register, shall oversee the national energy sector within the scope of their responsibilities.
