Governance
Energy institutional structures: 
Board of ministry (Cabinet) shall allow the followings as electricity authority. (a) Government electrical power corporation or the organization descended from government electrical power corporation; (b) Factories, workshops, and all departments under respective ministry; (c) Registered co-operative organizations in accordance with the Co-operative Organization Act; (d) Registered private businesses in accordance with the Private Business Act; and (e) The other specific organizations.---Board of the ministers (cabinet) shall permit to some organizations for extraordinary electricity authority by imposing some rules and regulations upon them.
