Overall Summary: 
The Economic Growth and Poverty Reduction Strategy (EGPRS) is a strategy paper, which presents main policy directions of the government for the medium term with a focus on economic growth acceleration and poverty reduction efforts. The document underlines the importance of restructuring, as well as the contribution of both the social and political sphere, as an essential resource for ensuring economic growth. The prevalence of the private sector in the economy is another major source for ensuring enhanced economic growth. Finally, it is highlighted that the development of energy, road, communication and information is of vital significance for creating a favorable environment for businesses.
Access
Energy access priorities: 
Expanding the service scope of the fuel and energy sector, and increasing efficiency.
Energy access action plan: 
[A] policy to provide for the minimum energy and heat needs of poor citizens shall be pursued.---With the aim to ensure accessibility of public services to the rural population, in particular, to the remote soums and settlements; to develop small and medium size enterprises, and meet the household needs of citizens, the renewable energy resources will be broadly used.---To implement projects on renewable energy (wind and solar) in rural areas - Projects shall begin by 2004.
Energy access targets: 
To intensify the implementation of the national program A hundred thousand sun lights, and supply rural herders’ households with renewable energy generators - 20000 households by 2003, 30000 households by 2004, 30000 households by 2005, 30000 households by 2006.
Consumer subsidies: 
[P]ossibilities to reduce the impact of the energy and oil products’ price increase on poor people’s livelihood shall be studied.
Efficiency
EE priorities: 
The distribution grid that deals with customers will be privatized, and non-technical losses and internal consumption of energy will be cut down. ---Expanding the service scope of the fuel and energy sector, and increasing efficiency.
EE action plans: 
With the aim to increase the efficiency of energy consumption, to develop and enforce a Law on Energy Conservation.---To implement a project to reduce energy distribution loss at Ulaanbaatar, Dornod, Suhbaatar, Zavhan, Bayanhongor, Huvsgul, Umnogovi and Govi-Altai aimags’ powerplants - A project shall be implemented by 2003.
Renewable Energy
RE priorities: 
The energy sector development, [...], will be to ensure sustainable development of the energy sector, create environment for efficient production of energy, increase the economic efficiency of the sector, support the use of renewable energy resources and commercialize, and furthermore privatize in a step-by-step manner state owned shareholding companies of the energy sector. ---With the aim to ensure accessibility of public services to the rural population, in particular, to the remote soums and settlements; to develop small and medium size enterprises, and meet the household needs of citizens, the renewable energy resources will be broadly used.

Pricing
Energy pricing: 
[A] flexible energy price and tariff system will be elaborated and introduced.---[P]ossibilities to reduce the impact of the energy and oil products’ price increase on poor people’s livelihood shall be studied.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Regarding regions and infrastructure; a legal environment for regional development is to be established; priority is given to development of SME’s in the countryside – for this purpose infrastructure such as [...] energy will be developed to improve the business environment.---Within the framework of this policy, hydropower stations will be constructed in rural areas and the length of electricity lines will be extended. ----With the aim to generate cheap energy source, to ensure preparations for construction of several hydro-powerstations (HPS), and carry out the construction (between 2003 and 2006 - Please see mid-term policy matrix for details). ---To complete the construction of Ulaanboom HPS, and to connect to Zavhan and Govi-Altai aimag centers through high voltage air lines - Construction completed by 2005.
Investment
Energy sector investment priorities: 
Restructuring will start with commercialization of the energy sector, a strategic sector for the economy.
Investment climate development: 
The restructuring in the energy sector will be continued by enhancing independent regulatory mechanisms, promoting private sector into the energy market, strengthening self-sustainability of energy companies and efficiency of their operations.
Governance
Energy management principles: 
The Government will strengthen self-sustainability of energy companies and will accelerate the energy sector reforms.
