Energy management principles: 
1. The scope of transfer of the burden of work and working procedures for 2003 by the Department of Energy Businesses to Bangkok Metropolis, Muang Pattaya, Municipalities and Administrative Bodies at the Level of Class 1 and Class 2 Sub-Districts (tambols) are hereby defined, as follows: (1) Controlled Operations, Category 1 comprise inspection of operating premises. (2) Controlled Operations, Category 2 comprise acceptance of notification of operations and inspection of operating premises. (3) Controlled Operations, Category 3 comprise license to conduct operations and inspection of operating premises specifically fuel oil service stations excepting those in Category F. These shall be implemented pursuant to criteria, procedure and terms attached hereto. 2. Assignment of authority is made by the Department of Energy Businesses’ Director-General to those holding the following positions in the local administrative bodies to act as Licensee(s) under the Fuel Oils Control Act: (1) Governor of the Bangkok Metropolitan Authority, for areas within Bangkok Metropolis. (2) President of Muang Pattaya, for areas within Muang Pattaya. (3) Mayor or Mayoress within areas of the municipality under his/her responsibility. (4) President of the Sub-District Local Administrative Authority, within areas of the Sub-District Local Administrative Authority under his/her responsibility.
