Overall Summary:
The vision of the 2016-19 KDP is “Towards a better educated, healthier, more prosperous nation with a higher quality of life’. Priority areas addressed in the Plan include:  Managing population growth;  Strengthened governance;  Improved infrastructure;  Stable macroeconomic framework;  Economic growth;  Improved access to basic services;  Improved health standards;  Climate change adaptation;  Improved education standards;  Reduced poverty;  Gender equity and the empowerment of women; and  A clean environment.
Access
Energy access priorities:
To improve access to quality climate change resilient infrastructure in urban and rural areas [including electricity].
Energy access action plan:
Two grid-connected solar projects have been completed in 2015 and a third renewables project is in progress, increasing peak power capacity on S Tarawa by 30%.---Adoption of a medium-term reform plan of the PUB detailing the reform options to achieve operationally and financially sustainable electricity, water, and sanitation services.---By 2016 three new solar photovoltaic systems will be connected to the Public Utilities Board (PUB) grid on South Tarawa with an additional peak capacity of 1.4 MW, or 30 per cent of peak demand. [...] A World Bank funded 516 kw system is to be installed on roof-tops at four sites and commissioned by mid- 2016. With automated power management, the systems are expected to provide about 30 per cent of total demand and to save about $800,000 in fuel costs annually.
Energy access targets:
[A] third renewables project is in progress, increasing peak power capacity on S Tarawa by 30%.
Efficiency
EE action plans:
Energy efficient systems and standards developed and adopted. Minimum standards and energy labelling regulations adopted by 2019.
EE building standards:
Develop policies on environmentally sustainable designs and innovative building construction methods including the application of the Building Codes and full compliance, periodic reviews and update.
Renewable Energy
RE priorities:
Develop and promote the use of renewable energy in all sectors of the economy including the implementation of the Kiribati Integrated Energy Roadmap---Increase in level of output from renewable energy sources (Kw) by 2019.
RE action plans:
By 2016 three new solar photovoltaic systems will be connected to the Public Utilities Board (PUB) grid on South Tarawa with an additional peak capacity of 1.4 MW, or 30 per cent of peak demand. With automated power management, the systems are expected to provide about 30 per cent of total demand and to save about $800,000 in fuel costs annually.---Renewable energy systems tested and installed: A number of solar, biofuel, mini-grid and wind energy systems installed.
Environment
Energy environmental priorities:
Development of sustainable energy resources is also fundamental for self-sufficiency and overcoming the burdens of high importation of fuel. ---Increasing nature based tourism to the outer islands through investment in [...], energy, [...].
Energy-water nexus:
[...] explore use of solar-powered seawater desalination by reverse osmosis.
Energy Supply and Infrastructure
Energy supply priorities:
Develop and adopt a fuel supply contract based on internationally acceptable standards.---Development of sustainable energy resources is also fundamental for self-sufficiency and overcoming the burdens of high importation of fuel. ---To improve access to quality climate change resilient infrastructure in urban and rural areas [including electricity].
Infrastructure development priorities:
Two grid-connected solar projects have been completed in 2015 and a third renewables project is in progress, increasing peak power capacity on S Tarawa by 30%.---By 2016 three new solar photovoltaic systems will be connected to the Public Utilities Board (PUB) grid on South Tarawa with an additional peak capacity of 1.4 MW, or 30 per cent of peak demand. Cooperation in connectivity:
A Taiwan funded project is on-going to build two steel fuel storage tanks which will give KOIL a 2,000 mt additional fuel capacity
Investment
Energy sector investment priorities:
Increasing nature based tourism to the outer islands through investment in [...], energy, [...].
Investment climate development:
Formulate and effectively implement an Integrated Investment Policy Framework that supports the government business reform agenda and improves foreign investment opportunities in Kiribati. Specifically, business law reform will improve the ease of doing business in Kiribati.
Governance
Energy management principles:
Adoption of a medium-term reform plan of the PUB detailing the reform options to achieve operationally and financially sustainable electricity, [...] services.
Technology
Clean energy technology priorities:
The installation of batteries which adopt new dry cell technologies will assist with the sustainability of power from solar energy.
Clean energy technology deployment:
Pilot trials of renewable energy options will continue on wind generation, coconut oil biofuel, solar-powered water pumps and hybrid mini-grid systems.
