Overall Summary: 
The plan clarifies the main objectives and targets for energy conservation and emission reduction, aims at promoting energy efficiency and improving the quality of the ecological environment, emphasizes the supply side reform and innovation. By 2020, the national energy consumption per capita will be 12% lower than that of 2015, and the total energy consumption will be controlled within 5 billion TCE. The plan indicates the energy conservation actions in particular for structural reform, industrial upgrading, pollution emission reduction in industries, agriculture and other fields, circular economy development, energy-saving service and emission reduction service system development, financial supports improvement, etc.
