Overall Summary: 
The Program ‘Energy Efficiency-2020’ encompasses a comprehensive set of cross-cutting measures that aim to improve energy efficiency in key sectors of Kazakhstan economy. Thematic areas covered by the policy include energy efficient transport and housing, modernization of capital assets, clean generation of power from fossil fuels, efficient industrial processes. Cross-sectoral analysis brings to the fore existing vulnerabilities, further evidence to that is provided by the statistical data revealing the weaknesses of current energy patterns. For instance, the program emphasizes the need to achieve reduction in primary energy demand as TPES per dollar value output remained relatively high in 2006-2010 (Table 1). --- To tackle existing challenges, the policy is mapping concrete energy conservation measures that offer wide environmental benefits.
Efficiency
EE priorities: 
The policy aims at long-term and system-wide effects, its objectives thereby are scoped as encompassing the following: 1) decrease energy intensity of GDP through rebalancing the structure of primary energy consumption along with reduction of primary energy demand; 2) improve energy conservation in industrial sectors; 3) enhance energy efficiency in housing, utility and public sectors of economy; and 4) reduce consumption of energy in transport.
EE targets: 
The Program sets the target to reduce by 2020 the energy intensity of GDP by 40 per cent, based on 2008 level. In 2013-2015, the annual reduction in energy intensity of GDP shall achieve by 10 per cent. Art. 4 provides sector-specific targets for energy conservation. More specifically, to increase industrial energy efficiency by 30 per cent: in mining – by 20 per cent, in chemical industry - by 32 per cent, in engineering industry – by 40 per cent. A significant rise in energy efficiency is expected in utilities and construction as heat loss shall decrease by 3.6 per cent and 100 percent of construction works will be qualified as energy efficient. The policy seeks to boost energy conservation in transport: fuel consumption in road, railway and aviation transport will decrease by 30 per cent. Greater energy efficiency shall be achieved in individual products and appliances – 100 per cent of energy saving bulbs.
EE action plans: 
A comprehensive plan of action supplements the program to addresses specific issues related to energy conservation in the Republic of Kazakhstan and specifies the priority areas of work. --- As provided by Art. 13, the Program ensures compliance with coherent regulatory documents – e.g., the Comprehensive Plan of Action on Improving Energy Efficiency in the Republic of Kazakhstan for 2012-2015. The Plan establishes the economy-wide energy conservation target – to achieve 10 percent reduction in energy intensity of GDP. Within the framework of the Plan, 16 regional and 5 sectoral plans on energy conservation are being implemented; it aims to stimulate cooperation with regional governments and the private sector. To support this comprehensive program of work, a specialized Technical Committee for Standardization has been set up.
EE building standards: 
Art. 4. The policy explicitly recognizes the need to tighten norms and technical standards in housing and utilities. It is underscored that existing communal infrastructure needs refurbishment and modernization, due to its current condition losses in power/heat generation, transportation and consumption are significant.
EE public awareness/promotional programmes: 
In the framework of the program, substantial efforts are proposed to increase public awareness through dissemination and sharing of information on best experiences and practices. A broad public awareness campaign is expected to be launched.
Renewable Energy
RE targets: 
The Program reiterates the objective pursued by a number of coherent policies: to support large-scale introduction of renewable sources of energy. As provided by Article 4, the share of renewable energy shall account for 3 per cent of total energy consumption.
Governance
Energy institutional structures: 
With a view to harness fully the potential of international cooperation, the policy envisages further steps to strengthen liaison and coordination mechanisms. In partnership with the German Agency for Energy the Centre for Energy Efficiency has been established.
