Overall Summary: 
This Decree Law aims to regulate the electricity tariff system in order to harmonize and standardize electricity tariffs within the Territory. In particular, the tariff system object of this decree-law takes into account social aspects and the need to support and implement the economic development of the Territory. The starting point is to follow the philosophy of the European counterparts, so to promote the rational use of electricity by reflecting the corresponding benefits to consumers.

Energy pricing: 
The existence of different tariffs for electricity in the city of Macau and the islands of Taipa and Coloane, [...] and their inadequacy to the characteristics of electricity consumption in the Territory, determines the need to replace them with a single system tariff to standardize the prices of electricity in the Territory and effectively contribute to the optimization of its use. The tariff system, object of this decree-law takes into account the social characteristics inherent in the basic service to which it applies and the need to support and implement the economic development of the Territory.---The tariff system is the set of rules used in determining the electricity supply tariffs for high, medium and low voltage. The structure of the charging system considers as Billing elements involved in the supply of electricity, the power and active and reactive energies. --- The electricity tariffs are established by ordinance, the utility proposal, by fixing the values ​​for the parameters a, b, c, d, e, f, g, k, A and B,[...] and of the daily periods of "full time" and "off-peak" [...].---For billing purposes, consumers of electricity distributed into three tariff groups - Group A, Group B and Group C - according to their consumption characteristics. The Group A is composed of the consumers with an apparent power contracted not exceeding 66 kVA, as well as for all other customers not included in tariff groups. 2. Group B is made up of the commercial or industrial consumers with adequate facilities to the object of their activities and appropriate size, fed by the network of medium voltage with a Apparent Power Contractor not less than 66 kVA and monthly consumption not less than 10 000 kWh, and the consumers who meet the conditions specified in this paragraph, supplied by low-voltage network, which explicitly requesting the application of tariff group. 3. Group C is composed of the large consumers, who continue the Territory consider particularly relevant activities to their economy, indicted, among others, the following conditions: a) Apparent power is contracted more than 1 000 kVA; b) Consumption particularly favorable characteristics to the present utility relative to its daily load diagram, namely: - high consumption in the winter period (October to March inclusive) and limited in the summer period (April to September inclusive); - essentially night consumption and limited period of the "full time"; - Consumption with interruptible power at the tip or at a rate that penalizes particularly the consumption at peak times.
