Overall Summary: 
The State Policy on Energy 2015-2030 aims to build the energy security of the country, assure sustainability of the energy sector development and create the basis for enhanced deployment of renewables in the future. The Policy establishes interim and final goals in two stages: 1) period 2015-2023, a focus is on the development of energy safety and backup power capacity, establish foundations for the development of renewable and improve legal environment for the renewable sector; and 2) period 2024-2030, with goals to export secondary energy and to develop sustainable renewable energy sector.
Efficiency
EE targets: 
Criteria: Loss of electricity transmission and distribution. Quantitative size of indicators: 2014 /base year/: 13.7%. The first stage /at the level of 2023/: 10.8%. The second stage /at the level of 2030/: 7.8%. --- Criteria: The amount of heat loss reduction in the building. Quantitative size of indicators: 2014 /base year/: 0%. The first stage /at the level of 2023/: 20%. The second stage /at the level of 2030/: 40%.
Renewable Energy
RE targets: 
Criteria: The share of renewable energy in the total installed capacity of domestic demand. Quantitative size of indicators: 7.62%. The first stage /at the level of 2023/: 20%. The second stage /at the level of 2030/: 30%.
Environment
GHG emissions reduction targets: 
Criteria: The amount of greenhouse gases emitted to produce 1 Gcal of energy. Quantitative size of indicators: 2014 /base year/: 0.52 tons of CO2 equivalent. The first stage /at the level of 2023/: 0.49 tons of CO2 equivalent. The second stage /at the level of 2030/: 0.47 tons of CO2 equivalent.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Criteria: Capacity of heat sources in large cities. Quantitative size of indicators: 2014 /base year/: 3%. The first stage /at the level of 2023/: Not less than 10%. The second stage /at the level of 2030/: Not less than 15%.
