Overall Summary: 
The Mid-term National Programme to Develop the State Policy on Energy (2018-2023) defines the goals and objectives of the “State Energy Policy” approved by the Resolution No. 63 of the Parliament of Mongolia on June 19, 2015 and the measures to be implemented in 2018-2023. The medium-term national program consists of measures to be taken within the framework of the State's strategic policy goals and objectives, the required budget, financial estimates, sources of funding, and criteria for evaluating the effectiveness of the program.
Energy Supply and Infrastructure
Energy supply priorities: 
Within the framework of the first goal of the strategy, which is to ensure reliable energy supply and security, the following measures will be taken: 3.1. Within the framework of the primary energy and fuel supply security reserve: 3.1.1. Increase the Baganuur coal mine's production capacity to 8-10 million tons, improve the reliability of the Shivee-Ovoo coal mine, and provide state support for technical and technological renovation; 3.1.2. increase the ability of private mines to meet the coal needs of energy sources; 3.1.3. conduct a detailed study of methane gas in coal deposits and identify potential reserves for exploitation; 3.1.4. conduct research on the use of shale resources for energy purposes; 3.1.5. develop norms, rules and standards for methane gas supply.
Infrastructure development priorities: 
Within the framework of the first goal of the strategy, which is to ensure reliable energy supply and security, the following measures will be taken: [...] 3.2. Within the framework of the goal of creating a source capacity to fully meet domestic energy needs: 3.2.1. Expand the capacity of Darkhan Thermal Power Plant by 35 MW; 3.2.2. Renovate turbine generator (No. 1-4) of Ulaanbaatar Thermal Power Plant No. 4; 3.2.3. Expand the capacity of the Erdenet thermal power plant by 35 MW; 3.2.4. Expand the capacity of the Choibalsan thermal power plant by 50 MW; 3.2.5. Increase the installed capacity of the high pressure section of Ulaanbaatar Thermal Power Plant No. 3 by 75 MW; 3.2.6. Expand the Amgalan thermal power plant in Ulaanbaatar into a 50 MW combined heat and power plant; 3.2.7. Expand and renovate 250 MW at Thermal Power Plant No. 3 in Ulaanbaatar; 3.2.8. Initiate the expansion of the capacity of Ulaanbaatar Thermal Power Plant No. 2 by 300 MW (1 unit with adjustable gas generator); 3.2.9. Build a thermal power plant for domestic supply of Oyu Tolgoi energy based on the Tavan Tolgoi coal deposit; 3.2.10. In order to ensure the growth of energy consumption in the central region, to start the project of Baganuur 700 MW and Booroljuut 300 MW thermal power plants with technical and technological solutions to ensure stable and reliable operation of the integrated system. 3.2.11. Start construction of a source with a capacity of at least 100 MW in the Altai-Uliastai power system; 3.2.12. Start construction of a thermal power plant based on coal deposits in five aimags in the western region.

National policy structure: 
This program defines the goals and objectives of the “State Energy Policy” approved by the Resolution No. 63 of the Parliament of Mongolia on June 19, 2015 and the measures to be implemented in 2018-2023.The national program will be reflected in the Government Action Plan, annual national economic and social development guidelines, state budget, investment programs, loans, and public-private partnership policies. The medium-term national program consists of measures to be taken within the framework of the State's strategic policy goals and objectives, the required budget, financial estimates, sources of funding, and criteria for evaluating the effectiveness of the program.
