National policy structure: 
The scheme and program for the development of the Unified Energy System of Russia (hereinafter - the UES of Russia) for 2019 - 2025 (hereinafter - the scheme and program of the UES of Russia) are developed in accordance with the Rules for the development and approval of schemes and programs for the long-term development of the electric power industry, approved by the Decree of the Government of the Russian Federation dated 17.10 .2009 No. 823. The main goal of the UES of Russia scheme and program is to promote the development of grid infrastructure and generating capacities, as well as to ensure that long-term and medium-term demand for electricity and capacity is met. The main objectives of the scheme and program of the UES of Russia are to ensure the reliable functioning of the UES of Russia in the long term, coordinated planning of the construction and commissioning (decommissioning) of grid infrastructure facilities and generating capacities, and information support for the activities of public authorities in the formation of state policy in the electric power industry, as well as organizations commercial and technological infrastructure of the industry, subjects of the electric power industry, consumers of electric energy and investors.
