Overall Summary:
Endorsed in 2012, the Law proposes implementation of a wide-scale policy embedding protection of the environment - more specifically, protection of the atmospheric air - in the national development strategy. The policy aims to mitigate the irreversible and pervasive impacts on the environment and population health of human-induced activities. It covers the areas of standardization, environmental monitoring and assessment, technology development for control, prevention and abatement of pollution. Multidimensional endeavors involving various areas and economic sectors aim to strengthen frameworks for environmental sustainability. The Law proposes an integrated approach and pursues a number of broad objectives including protection and the sustainable use of the atmospheric air, evolving appropriate regulatory frameworks and building institutional capacities, strengthening environmental security.
Renewable Energy
RE priorities:
Art. 12 stipulates that economic incentives for air control and prevention of air pollution include measures accelerating the deployment of renewable energy in Tajikistan. The focus is made on the development of solar, wind, geothermal, and biomass energy. It’s underscored that implementation of renewable power policies is the key for ensuring sustainability of the energy sector and mitigation of air pollution.
Environment
Energy environmental priorities:
Areas specifically addressed by the Law include development of innovative methodologies for the assessment of environmental impacts and introduction of early detection systems.
Pollution control action plans:
The policy establishes uniform standards and stringent limits for emissions of hazardous substances to the atmosphere. Art. 13-16 give particular attention to air pollution norms. Air quality standards are classified into three groups: technical norms, standards of permissible emissions to the atmosphere, standards for mobile sources of air pollution. Art. 17 tightens control of hazardous air pollutants from mobile sources, proposes broadening the use of gas purification installations for stationary sources of air pollution, requests economic entities to design and implement measures for control and prevention of air pollution. --- Art. 26 stipulates that the Republic of Tajikistan – adhering to international treaties on protection of the environment – implements a comprehensive set of measures for prevention of transboundary air pollution. The integrated approach to emission control largely depends on cross-government coordination.
