Overall Summary: 
The agreement is signed by the Governments of Kazakhstan, Uzbekistan, Kyrgyzstan, consequently, by the Government of Tajikistan. Fostering strategic partnership between the countries targets exploring untapped potential of cooperation for the sustainable use of energy and water resources in the basin of the Syr Darya River. Parties resolve to intensify efforts towards accelerating economic and social development considering energy and water essential elements for growth and development. The Agreement seeks to establish a comprehensive coordination mechanism for the use of water resources and identifies integrated solutions to manage the energy-water nexus being an important pillar in addressing existing environmental concerns. In addition, the policy provides responses to natural disaster challenges.
Renewable Energy
RE reductions in taxes: 
Art. 6. Within the framework of the present Agreement, Parties agreed to provide tax exemptions for supply of energy or other products.
Environment
Energy-water nexus: 
Art. 10. The agreement aims to facilitate a number of constructive and pragmatic measures to improve the management of water and energy resources. Priority areas of work include construction of new hydropower facilities and reservoirs, scaling up the deployment of alternative sources of energy in the region; development of price determination mechanisms; ensuring the sustainable use of energy and water resources in the Syr Darya basin; sewage disposal and prevention of water pollution. ---Art. 2. Parties resolved to ensure the agreed-upon operating regime of hydrotechnical facilities and reservoirs of the Naryn-Syr Darya Cascade, to coordinate the release of water, generation and transmission of electricity. --- As provided by art. 3, Parties will take no action violating the agreed-upon regimes for the use of energy and water, or infringe the rights of other Parties for access to energy and water resources.
Cooperation in env.:

Trade
Energy trade priorities: 
Art. 4. The policy represents the agreed principles of hydropower trade. The excess power generated at the Naryn-Syr Darya Cascade and exceeding domestic needs of the Republic of Kyrgyzstan shall be transmitted to the Republic of Kazakhstan and the Republic of Uzbekistan.
Governance
Energy institutional structures: 
Art. 8. Bodies responsible for the development of water release schedules and transmission of energy are BVO Syr Darya and UDC Energia. Within the framework of the Agreement, establishment of the International Consortium on Water and Energy is proposed.
