Overall Summary: 
Within the span of projected period (2014-2020) considerable progress will be achieved on the way to improved sustainability of Kazakhstan’s water sector. An overview of recent developments and tendencies provides responses to the most crucial issues in water management. Proposing measures to optimize the use of water resources in the Republic, the Program elaborates on policy options to promote environmental protection and enhancement in the sector, as existing weaknesses remain being at the root of economy-wide uncertainties. Kazakhstan’s small hydropower potential is estimated at 20 GW making the country the third largest producer of hydraulic power in the Commonwealth of Independent States (the Russian Federation – 101 GW, the Republic of Tajikistan – 27 GW). An overview of current situation proves the fact that significant hydropower potential in the Republic remains untapped.

RE priorities: 
The policy aims to distill the conceptual thinking on approaches to water security, explores some of the issues related to hydropower generation in depth (art. 'Hydroelectric Power').
Environment
Energy environmental priorities: 
The policy renews focus on streamlining environmental regulation, seeks to provide responses to existing climate change challenges, stresses it is of critical importance to ensure sustainability of water resources management. --- Effects of industrial processes on the environment should not exceed its carrying capacity. Pursuing the concept of transition towards green economy the policy promotes the use of low-waste and zero-waste technologies.

Infrastructure development priorities: 
The policy addresses infrastructure development concerns focusing on measures to catalyze sustainable hydropower.
Governance
National policy structure: 
Came into force pursuant to the Order of the President of the Republic of Kazakhstan № 786 of 4 April 2014. ---------- The Program is developed pursuant to para 22 of the National Action Plan supplementing the strategy Kazakhstan 2025: New Political Course of the Established State adopted in accordance with the Order of the President of the Republic of Kazakhstan № 449 of 18 December 2012. ----------- Inconsistency in policy formulation is among priority issues of concern. ----------- Coherent policies shall be formulated and implemented, the Program is designed in accordance with priorities of the Concept on Transition towards Green Economy until 2050 / Order of the President of the Republic of Kazakhstan № 577 of 30 May 2013. ------------ Robust frameworks for the management of water resources are set by the Agreement between the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Republic of Uzbekistan, and the Republic of Turkmenistan on Cooperation for the Management and Conservation of Interstate Water Resources (18 February 1992), and the Agreement between the Governments of the Republic of Kazakhstan, the Republic of Kyrgyzstan, and the Republic of Uzbekistan on the Use of Energy and Water Resources in the Syr Darya River basin (17 March 1998).
