Overall Summary: 
A solar rooftop programme supports deployment of rooftop PV by providing a full feed-in tariff granted for duration of 25 years starting from the scheduled commercial operation date (SCOD). The aim is to reduce the state's investment burden, generating more electricity, trimming power usage at load center, and raise the country's power security. It is a change of rate structure of Thailand Feed-in Tariff policy, from adder to fixed FiT, reflecting the idea of Thai government to make renewable energy investment less risk for both developer and have fair price for end user. Up to 2014, the fixed Feed-in Tariff policy is mostly applied to solar energy. ---Note: “VSPP Applicant” or “VSPP” means a person who intends to generate electricity from a solar PV rooftop system and sell that power to the Power Distributor, with a sale capacity of up to 10 MW; “SCOD” means scheduled commercial operation date.

RE feed-in tariffs: 
Power purchase tariff, in which the Power Distributor has pay to the VSPP each month, is according to the FiT as specified in the power purchase announcement.---Full feed-in tariff granted for the duration of 25 years starting from the scheduled commercial operation date (SCOD) for all rooftop systems registered not later than Dec 31, 2013. The FIT rate for residential units less than 10kWp capacity is set at THB6.96/unit, while that of the small business buildings less than 250 kWp capacity is set at THB6.55/unit. The FIT rate of medium-and large scale business buildings/factories with less than 1 MWp is set at THB6.16/unit.
Investment
Independent power producers: 
The VSPP Applicant who intend to generate and sell power to the Power Distributor must follow a safety standards and connection standards according to the Power Network Regulation. ---In an application, the VSPP Applicant must specify a clear SCOD. This has to be within the SCOD duration timeframe as specified in the power purchase announcement.
Public Private Partnerships: 
The purchase of power from the VSPP must be done through selection process.[...] The evaluation must be according to qualifications, criteria, procedures, and conditions which will be specified in each power purchase announcement.
