Overall Summary: 
The policy establishes an all-encompassing framework for power sector in the Republic of Kyrgyzstan. Enforcing the provisions of the Energy Act, the policy focuses on the areas of electricity and thermal power generation, transmission and distribution. As provided by Art.1, the primary objective of the regulatory document is to ensure reliable, stable and uninterrupted supply of electricity and thermal power, to improve the quality of energy services, to create a competitive energy market environment, to encourage the development of private sector and increase investments.

Pricing
Energy pricing: 
Art. 21. The State Energy Agency under the Government of the Kyrgyz Republic sets tariffs in accordance with the following principles: 1) prices reflect the full cost of generation, transmission and distribution of electricity or thermal power; 2) price changes shall not have significant impact on consumers and producers; 3) tariff discrimination is prohibited; 4) equal treatment (terms and conditions) applies to consumers of the same tariff group; 5) tariffs for the same consumer group are based on the full cost of service. ------ The article stresses that cross-subsidization pricing is prohibited.
Governance
Energy management principles: 
Art. 4 stipulates the major principles of energy management, the article states that regulatory efforts undertaken by energy authorities aim to ensure the provision of electricity and thermal power in an economically viable manner, on a non-discriminatory basis, guaranteeing social affordability. --- Art. 5. No state, legal, private entity or individual is authorized to engage in generation, transmission, distribution or sale of electricity or thermal power unless a license has been obtained from the State Energy Agency under the Government of the Kyrgyz Republic (exceptions are made by Art. 12 of the present law). --- Art. 6 states that the State Energy Agency under the Government of the Kyrgyz Republic has the right to revoke a license or impose fines in case holder of the license: 1) violates the conditions of the license or legislation of the Kyrgyz Republic; 2) operates in a manner that endangers life and safety of people; 3) violates the established norms, thereby damaging the environment.
National policy structure: 
Art. 3 stipulates that the Assemblies of the Supreme Council shall issue the national electricity policy setting forth the priorities for power sector development. It is underscored that the policy shall reaffirm the objectives of the National Energy Program. Government of the Republic of Kyrgyzstan shall ensure the balance of interests of electricity / thermal power producers and consumers.
