Overall Summary: 
To set out overall framework for improving performance of the power sector, the present medium-term strategy was adopted by the Government of the Republic of Kyrgyzstan in 2012. The policy is developed pursuant to the Decree on Adoption of the Plan of Action for 2012 for Implementation of the Program ‘Stability and Decent Life’ of 25 January 2012 N55. With a view to promote coordinated and consistent responses to existing energy challenges, a comprehensive plan of action is supplementing the strategy (see Annex 2 to the Decree of the Government of the Republic of Kyrgyzstan of 28 May 2012 N 330).
Access
Energy access priorities: 
The policy addresses national energy access priorities, focuses on modernization of transmission lines (southern areas of the country).
Energy access action plan: 
With a view to improve the efficiency of power supply, the Plan of Action prioritizes implementation of a number of projects, including: Casa-1000, construction of power transmission lines Datka-Kemin, electrical sub-station Kemin, setting in operation the second hydroelectric set of the Kamabaratinskaya HPS, construction of 4 small HPS, etc.
Efficiency
EE priorities: 
Objective 7. Development of energy conservation policy. In order to achieve this task, you will need: - to develop programs to stimulate the reduction of losses of electric and thermal energy during the production, distribution and consumption of energy for the sectors of the economy, budgetary, commercial and non-profit organizations and the population; - to create standards and introduce mandatory requirements for energy saving for various sectors of the economy and non-production sphere; - to carry out explanatory work among the population and entrepreneurs about the importance of energy conservation policy; - to form a group for monitoring the implementation of the energy saving policy.
EE targets: 
The program shall be developed to decrease the loss of heat and power in industrial processes, in distribution of power, public sector entities.
Renewable Energy
RE priorities: 
The development of small and medium-sized energy will be encouraged through the adoption of legislative measures aimed at increasing the economic attractiveness of the development of small hydropower and the use of non-traditional renewable energy sources. One of the tools will be a mechanism for compensating tariffs for electricity generation using renewable energy sources. A pilot project will be implemented to obtain alternative energy sources, in particular, the production and production of fuel ethanol.
RE feed-in tariffs: 
In the process of implementing the named Concept, the following will be carried out: - use of the tariff compensation mechanism in the production of electricity using renewable energy sources; [...]
Pricing
Energy pricing: 
Plan of Action. Item 2: Carry out an assessment of existing tariff schemes, develop medium-term tariff policy and the plan of action on improving contract system of energy service companies.
Energy Supply and Infrastructure
Cross-border energy infrastructure: 
Work will continue to expand cooperation in the water, fuel and energy sectors in the Central Asian region. For this, efforts will be continued to preserve and ensure the sustainability of the operation of the United Energy System of Central Asia (hereinafter - UES CA). [...] The Kyrgyz Republic will continue to play an active role in the creation of the Central South Asian Regional Electricity Market (CASAREM) through the preparation and implementation of the CASA-1000 project.
Investment
Energy sector investment priorities: 
Plan of Action. Item 3: Develop a program for improving financial discipline in the power sector, tighten control over the use of energy.
Governance
National policy structure: 
Amendments shall be introduced to the Power Act of the Republic of Kyrgyzstan. ------ The policy refers to the Concept for the Development of Small Hydropower in the Republic of Kyrgyzstan until 2017.
