Overall Summary:

To move towards sustainable development, the Government of Western Samoa created a National Environmental Management Strategies Task Team to set out the National Environment and Development Management Strategies (NEMS) in 1993. This document provides for a framework for the preparation of detailed policies and educational efforts to will guide the government and the Samoan people towards a more sustainable future.

Efficiency

Objective l: To support global efforts to improve atmospheric conditions of air quality: Review vehicle inspection standards to reduce exhaust emission and improve engine performance.

Renewable Energy

RE priorities:

Objective l: To support global efforts to improve atmospheric conditions of air quality: Encourage the use of alternative and renewable energy sources.--- Objective l: To improve the local standard of living through sustainable economic development: Promote wide community use of renewable energy sources.

RE action plans:

[I]ntroduction of biogas technology: To develop an integrated biogas project involving pilot applications in both the rural and urban context, and the establishment of a training course.

Environment

Energy environmental priorities:

Objective l: To support global efforts to improve atmospheric conditions of air quality: Encourage the use of alternative and renewable energy sources.---Objective 2: To integrate the monitoring of atmospheric quality into environmental planning and assessment: Develop national policies for alternative energy sources.---Objective 4: To develop knowledge and understanding of forest resources: Develop efficient utilisation of energy from firewood.

Pollution control action plans:

Objective l: To support global efforts to improve atmospheric conditions of air quality: Review vehicle inspection standards to reduce exhaust emission and improve engine performance.

Governance

National policy structure:

Objective 2: To integrate the monitoring of atmospheric quality into environmental planning and assessment: Develop national policies for alternative energy sources.

M&E of policy implementation:

It is expected that policies will be evaluated every three years. The evaluation objectives are to be clearly defined and will include (1) an assessment of how the objectives are met, and (2) are view of the adequacy of current policy requirements.
