Overall Summary: 
In 2001, the Federal Assembly of the Russian Federation endorsed the present Land Code as the principle regulatory document on the management of land resources. Land legislation of the Russian Federation builds on the following principles: 1) consideration of importance of land resources for agriculture and forestry sectors as an object of ownership right and other land rights; 2) preservation of land resources as an important component of environmental protection and a production means in agriculture and forestry sectors; 3) respect to human rights; 4) an integrated approach to the management of land resources in the Russian Federation based on environmental, economic and social aspects.
Environment
Energy environmental priorities: 
The policy takes into account nuclear radiation protection criteria and - considering the adverse irreversible impacts of atomic radiation - proposes measures to ensure nuclear safety and security through prevention of nuclear contamination.
Land use change for energy production purposes: 
Art. 7 stipulates that the land resources of the Russian Federation include industrial lands, territories of energy, transport and agricultural enterprises, lands of forestry and water fund. ---- For state needs, restrictions are imposed on the use of the following categories of lands: objects of the federal energy system and nuclear plants, municipal objects of heat, gas, electricity and water supply. ---- Chapter 16 elaborates guidelines on utilization of energy, transport, industrial and other types of land resources. An exclusion zone (or sanitary protection zone) shall be set to protect against nuclear contamination. Ownership is claimed by the federal government for the lands under federal energy systems and nuclear plants. ---- Art. 89. Frameworks are set for the management of energy lands, specifications are made for the categories of lands used for energy purposes (hydropower and nuclear plants and facilities, radioactive substances sites, thermal and power plants). It is underscored that special protected areas shall be established by the Government of the Russian Federation.
Energy-water nexus: 
Art. 102 addresses the energy-water nexus specifying the categories of land resources related, inter alia, to hydropower generation. It is underscored that frameworks for the regulation of water fund lands are set by the present Code and the Water Code of the Russian Federation.

Art. 3. Land property relations are regulated by the civil legislation of the Russian Federation, unless otherwise provided by the land, water, subsoil, and environmental legislation or federal regulatory acts.
