Overall Summary: 
As efforts are being taken to direct national policies towards conserving natural resources in support of development process, the State Program on Restoration and Use of Natural resources elaborates on options for maintaining and enhancing the sustainable use of mineral resources, increasing water security and safety of hydropower generation, restoration of the mineral base, protection and conservation of the forestry and water resources. Specifically, an emphasis is placed on the shelf research initiatives carried out in the Arctic and Antarctic regions. The Program addresses emerging and persistent environmental concerns and, in response to existing challenges, focuses on mechanisms for preservation of biodiversity and ecosystems. The present comprehensive Program involves a number of sectors from industry to households.

Expected outcomes of the Program include significant improvements in energy efficiency and conservation of water resources.
Renewable Energy
RE priorities: 
With a view to increasing the share of hydropower in Russia’s energy mix, the Strategy proposes measures to improve existing hydropower infrastructure, for increasing its safety and reliability.
Environment
Energy environmental priorities: 
Vulnerabilities to the effects of climate change are viewed from the perspective of hydrometeorology (Russian Strategy for Hydrometeorological Activity until 2030). A pervasive argument throughout the document is there’s a need for enhancing environmental monitoring and assessment systems.
Energy-water nexus: 
In line with priorities of the Water Strategy of the Russian Federation until 2020 (adopted pursuant to the Government Decree № 1235-r of 27 August of 2009) subprogram ‘Utilization of Water Resources’ lays out the primary objectives of water sector development, including; 2.1 meeting the economic demand for water resources; 2.2. ensuring safety of water systems; 2.3. ensuring water safety for population and economic entities.
Energy Supply and Infrastructure
Infrastructure development priorities: 
With a view to increasing the share of hydropower in Russia’s energy mix, the Strategy proposes measures to improve existing hydropower infrastructure, for increasing its safety and reliability.
Investment
Energy sector investment priorities: 
Expected outcomes of the Program: investment in protection of the environment might generate substantial economy-wide benefits. ----- Policy actions may concentrate on investments to facilitate the implementation of regional projects, including funds employed to cover subsidization needs.
Governance
Energy management principles: 
Policy priorities include ensuring the sustainable development of national economy facilitated by sufficient supply of natural resources and provision of geologic information. Objective 3.1: Ensure the sustainable use of mineral resources. Objective 3.2. Ensure the restoration of mineral resources. --- Objective ‘Ensure the Restoration of Mineral and Resource Base’: the assessment is made for perspective increase in reserves of hydrocarbon resources (oil, coal, gas and unconventional fossil fuels (shale gas)).
National policy structure: 
In accordance with the Concept of Long-term Economic and Social Development of the Russian Federation until and the Priorities of the Government of the Russian Federation until 2018, a comprehensive set of activities shall be carried out to advance exploration of oil and gas reserves in the Eastern Siberia and Western Siberia petroleum provinces, coal reserves in the Pechora River basin, Eastern and Western Siberia, and the Far East. ----- A number of amendments concerning the industrial development of the subsoil and Government authority are introduced by the State Program to the Subsoil Law of the Russian Federation. ----- Art. 2. Recalling the Strategy for Hyrometeorological Activity, the present Program requires efforts on modernization of existing hydrometeorological system. ----- The policy refers to the Federal Targeted Program on the Development of Water System in the Russian Federation.
Energy institutional structures: 
A comprehensive work program to achieve objectives stated in the policy document will be undertaken by the Ministry of Natural Resources and Environment of the Russian Federation, the Ministry of Agriculture, the Ministry of Construction, Housing and Utilities, the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Subsoil Agency, the Federal Agency on Water Resources and the Federal Fishery Agency of the Russian Federation. The Strategy requires that the agencies will take appropriate steps to prevent human-induced ecological degradation and depletion of natural resources.
