Overall Summary: 
The Second Plan represented a widening of priorities arising from a significant drop in the share of the road sector to 40% of the overall outlay. Nevertheless, roads continued to receive the highest priority and for the first time, agriculture became a priority area receiving 10% of the overall outlay. The Plan outlines the economic status and development priorities in the areas of: agriculture, animal husbandry, forestry, power, industry and mines, public works, road transport, post telegraphs, telecommunications, education, health, information publicly, development headquarters, ancient monuments, preservation and others.

RE action plans: 
In the Second Plan it is proposed to: (i) Complete the Thimphu Hydel Project (400kW) by the end of 1966. (ii) Complete the Paro Hydel Project (400kW) by 1968, and (iii) Start the Sarbhang Hydel Project (400kw) in 1968-69, and complete it by the end of the Plan period.
Energy Supply and Infrastructure
Infrastructure development priorities: 
The Bhutan Engineering Service [...]will [...]take over the work of installing distribution lines and the distribution of power as well as maintenance and running of the three hydel generators at Thimphu, Paro and Sarbhang, as and when construction is completed and the power houses are handed over by the Hydel Directorate. In addition, they will be installing distribution lines at Phuntsholing and Samchi for the power to be obtained from the Jaldhaka Project. ---In the Second Plan it is proposed to: (i) Complete the Thimphu Hydel Project (400kW) by the end of 1966.
