Access
Energy access action plan: 
The implementation of Tangsibi Hydel Project in Central Bhutan, Kurichu Hydel Project, Rangjung Hydel Project and Yonglachu Hydel Project in Eastern Bhutan would contribute towards regionally balanced growth. The existing network will be extended into rural areas wherever there is excess power. However, much of the rural electrification programmes will depend firstly on the execution of generation projects and secondly on the installation of high voltage transmission lines to which low voltage subtransmission and distribution lines can be connected. The Rural Infrastructure Programme includes an improved stoves programme designed to popularise appropriate types of stoves for different parts of the country, especially in areas where firewood is deficient. ---The main objectives are to: [...] · fulfil demand for electrical energy at minimum cost and as much as uniform way as possible to all the consumers through a system that is safe, reliable and efficient.
Energy access targets: 
It is the long term goal of the Government to provide electricity to all the population through an efficient,safe and reliable system. 7th FYP Target: Increase the use of smokeless stoves from 8% to 15% of the population by assisting 6000 households to have smokeless stoves.
Clean cooking solutions: 
The Rural Infrastructure Programme includes an improved stoves programme designed to popularise appropriate types of stoves for different parts of the country, especially in areas where firewood is deficient.
Renewable Energy
RE priorities: 
Priority given to hydroelectric power generation sector.
RE action plans: 
Under the 7th FYP, three hydropower projects will be developed, including: Kurichu Hydel Project (45MW); Basochu Hydel project (46MW); Tangsibji or Central Hydel Project (45MW); Yonglachu Hydel Project (1 MW); Rangjung Hydel Project (1.1MW). Improvement to the Chhukha plant will be made through the Chhukha Tail Race project and storage capacity increased through the Bunakha Reservoir Scheme. Investigations for two large projects (Chhukah II and III) downstream from Chhukha will be completed.
Environment
Energy environmental priorities: 
The priority accorded to the hydroelectric power sector will continue during the 7FYP, while ensuring that further developments do not have a negative impact on the environment. Environmental Impact Assessments will therefore be mandatory prior to the implementation of any new hydroelectric projects, as well as all projects in other sectors of the economy.

Energy institutional structures: 
The Department of Power is responsible for the provision of the necessary infrastructure, staff and maintenance capacity for power generation, transmission and distribution. The Department of Power has, among others, the following divisions: Planning Division, Project Division, Operation and Maintenance Division and Chukka Hydel Corporation. The Chukka Hydel Corporation is managed as a separate entity by a Board of Directors.
