Overall Summary: 
The Energy Law establishes legal and organizational frameworks for national regulation in the field of state supervision, investment, land management, and consumer rights protection. The present Law identifies key organizational and legal principles for regulation of energy related economic activities in the Republic of Tajikistan. It therefore provides regulatory and strategic frameworks for establishing pro-institutional and market-oriented mechanisms aimed at ensuring stability and development, protection of interests of energy consumers.
Efficiency

Objectives: 1) increase efficiency of the national energy sector through introduction of advanced technologies, improve conservation of energy; 2) decrease energy intensity of GDP.
Renewable Energy

Art. 7. Proliferate sustainable and lasting investment mechanisms to support broader deployment of alternative / renewable sources of energy.
Environment
Land use change for energy production purposes: 
Art. 17 stipulates that the Land Code of the Republic of Tajikistan establishes frameworks for administration of energy land resources.
Investment
Financial incentives for energy infrastructure: 
Funds for implementation of energy projects shall be ensured from the following sources: federal budget, private funds and foreign investments.---Art. 7. Proliferate sustainable and lasting investment mechanisms to support broader deployment of alternative / renewable sources of energy.
Governance
National policy structure: 
The Law establishes policy objectives for the national energy sector, particular focus is made on: 1) reliable energy supply for meeting growing energy demand; 2) ensuring energy security in the Republic of Tajikistan; 3) protection of the environment and population from the hazardous impacts; 4) enabling conditions for gradual transition to deregulated energy markets; 5) attraction of domestic and foreign investors; 6) introduction of advanced technologies to enhance operational efficiency of the fuel and energy sector; 7) promotion of energy conservation technologies. National energy sector regulation shall be carried out through legal provision, licensing, taxation, investment, and implementation of social and R&D policy.
Energy institutional structures: 
The Ministry of Energy of the Republic of Tajikistan implements the national energy strategy, planning and forecasting of supply and demand for all types of energy sources, monitors activities of energy sector enterprises with an aim to facilitate transition to deregulated market conditions, supports investments attraction, carries out a wide range of activities related to energy sector development, as stipulated by the Law. --- Art.8. The importance of setting up a collaborative body is recognized by the Law. The Government shall proceed with establishment of the Interagency Consultative Committee on Energy under the Ministry of the Republic of Tajikistan to improve energy regulatory systems. The Committee shall include representatives of local executive bodies, other related ministries, energy agencies, scientific and research organizations, energy enterprises and consumers. The establishment of the Committee is directed towards promoting environmental and sustainable energy development cooperative efforts.
