Overall Summary: 
The present Law regulates relations between legal entities and individuals in the field of energy efficiency in order to enhance the effectiveness of usage of energy resources and products.
Efficiency
EE priorities: 
Existing national policy priorities focus on addressing a number of energy conservation and efficiency issues, especially those leading to a reduction of energy-related environmental impacts. Art.6. considers improving normative and regulatory framework to facilitate increasing energy efficiency at the national level, promotion of energy conservation programs, establishing national energy conservation mechanisms, developing national initiatives on renewable energy sources, improving effectiveness of the fuel and energy sector. Enlarging the set of energy policy norms, standards, guidelines (as stipulated in Art.7) targets improving national regulatory coordination mechanisms for advancing energy efficiency in the Republic of Tajikistan.
EE building standards: 
Objectives: 1) carry out energy audit to monitor energy efficiency and assess performance of buildings, 2) develop classification of buildings to design appropriate programs and incentives facilitating the introduction of energy conservation norms in buildings. --- EE standards will be set for construction objects and thermal insulation materials.
EE transport standards : 
The policy strengthens existing norms and technical standards on conservation of energy in the transport sector.
EE public awareness/promotional programmes: 
Substantial efforts are proposed to increase public awareness through dissemination and sharing of information on best EE experiences and practices. A broad campaign is expected to be launched to improve awareness among individuals and entities.
Technology
R&D energy efficiency: 
Art. 4. Among priority areas of action is R&D on conservation of energy.
