The document developed in accordance with paragraph 6 art. 92 of the Treaty on the Eurasian Economic Union (29 May 2014) seeks to create an enabling environment for industrial development in the EEC member states. Pertinent issues impacting national energy sectors are addressed specifically.
Renewable Energy
RE priorities: 
Art. 2.2. National Strategy for Sustainable Development of the Republic of Kyrgyzstan for 2013-2017 renews focus on the issues of energy security, elaborates on policy options to harness the potential of hydropower resources.
Governance
National policy structure: 
Para 1 art.6 of the Agreement on the Eurasian Economic Community sets the priorities for industrial development of the EEC member states. It is stipulated that regional integration ultimately depends on the joint efforts to support the process of industrial takeoff, the document thereby articulates the need for the development of proactive economic policies improving the contribution of industry to sustainable development (art. 2 of the present policy document). ----------- Art. 1.1, art. 1.2, art. 1.3. In 2008-2014, growth in industrial production has become evident, an increasing trend was observed in power generation and related sub-sectors in Armenia (9,8%), Kyrgyzstan (78,3%), Kazakhstan (20,4%). ----------- Art. 2.2. Reference is made to the Program for the Development of the Manufacturing Industry in the Kyrgyz Republic for 2013-2015 adopted in accordance with the Government Decree №133 dated 14 March 2014. The document recognizes the crucial role of industrial development for achieving the objectives of inclusive and robust economic growth.
M&E of policy implementation: 
Art. 2.5. Information shall be collected and brought together into monitoring framework to assess progress on the way to implementation of industrial development objectives in the Russian Federation.
Technology
Industrialization support: 
Federal Law of the Russian Federation №488 of 31 December 2014 seeks to foster structural change of national economy based on industrialization. Mainstreaming science and technology in Russia’s productive pattern is considered essential in the context of strengthening competitiveness of national economy.
