Overall Summary:
The document provides for a general overview on the country's national context after which it defines the stated INDCs, mitigation actions and adaptation measures. Also, it offers an overview on expectations for future - near term plans and action, barriers and needs. Finally, it deals with INDC development and implementation.
Access
Energy access priorities:
Key Areas to address adverse impacts of climate change: Increased Rural Electrification
Energy access action plan:
Existing mitigation actions: The Solar Homes Programme, providing off-grid electricity access to rural areas.
Clean cooking solutions:
Existing mitigation actions: More than 1.5 million Improved Cook Stoves (ICS) and 4.0 million Solar Home Systems have already been distributed across the country.
Efficiency
EE priorities:
Improved energy efficiency in production and consumption of energy - Ensure energy secure and low-carbon development of the economy.---Existing mitigation actions: Improving kiln efficiency in the brick making industry, composting of organic waste and waste biomass-based thermal energy generation
EE targets:
Existing mitigation actions: A target to reduce energy intensity (per GDP) by 20% by 2030 compared to 2013 levels (E&CC Master Plan).
EE action plans:
Existing mitigation actions: An Energy Management Programme, including establishment of Energy Management Systems and energy audits for industry by accredited energy auditors.
EE labeling:
Existing mitigation actions: An Energy Efficiency labelling programme to promote sales of high efficiency products in the market.
Renewable Energy
RE priorities:
Renewable energy development Maximising the use of renewable energy sources to lower GHG emission and ensuring energy security.
RE targets:
Existing mitigation actions: A target to deliver 5% of energy from renewable sources by 2015, and 10% by 2020 (2008 Renewable Energy Policy).[...] Under the Solar roof-top program around 14 MW of solar has been installed on the vacant roof-tops of Government and private buildings.
RE action plans:
Existing mitigation actions: The country has set aggressive target to scale up the potentials of Solar Irrigation Pumps, Solar mini and nano grids to address the energy access issue of off-grid population.---Bangladesh has already developed considerable infrastructure and capability to address these climate change-induced vulnerabilities through disaster risk management and climate change adaptation. The projects undertaken so far from BCCTF include: Installation of solar panels.
Environment
Energy environmental priorities:
Key Areas to address adverse impacts of climate change: Increased Rural Electrification
GHG emissions reduction targets:
The gases covered are Carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydro fluorocarbons (HFCs), perfluorocarbons (PFCs) and Sulphur Hexafluoride (SF6).---Unconditional contribution: Bangladesh will reduce its GHG emissions in the power, transport, and industry sectors by 12 MtCO2e by 2030 or 5% below BAU emissions for those sectors. ---Conditional contribution: Contribution assuming additional international support: Bangladesh will reduce its GHG emissions in the power, transport, and industry sectors by 36 MtCO2e by 2030 or 15% below BAU emissions for those sectors.
Pollution control action plans:
Development of coal mines and coalfired power station(s): Maximising coal output and managing coal fired power stations in a carbon-neutral way.---Lower emissions from agricultural land Raise productivity of agricultural land and lower emissions of methane.---Management of urban waste Ensure liveable cities while lowering GHG (methane) emissions.
Decarbonization strategy:
Improved energy efficiency in production and consumption of energy - Ensure energy secure and low-carbon development of the economy.---Gas exploration and reservoir management Enhance energy security and ensure low-emission development.---Renewable energy development Maximising the use of renewable energy sources to lower GHG emission and ensuring energy security.---Afforestation and reforestation programme: Provide support to scale up afforestation and reforestation.---Bangladesh has already developed considerable infrastructure and capability to address these climate change-induced vulnerabilities through disaster risk management and climate change adaptation. The projects undertaken so far from BCCTF include: Installation of solar panels.
Land use change for energy production purposes:
Afforestation and reforestation programme: Provide support to scale up afforestation and reforestation.
