Overall Summary: 
The Law No. 109-IIQ of 2001 on Protection of Atmospheric Air proposes steps towards cleaner, more balanced and efficient environmental system, addresses existing concerns pertaining to rising levels of air pollution and greenhouse gas emissions. The policy is composed of seven sections, specifically: 1) general provisions; 2) state regulation in the field of atmosphere protection; 3) programs and measures on the protection of the atmospheric air; 4) state monitoring; 5) control measures for the atmospheric pollution; 6) liability; and 7) international cooperation. As provided by article 1.0.13, protection of the atmospheric air is a complex system of measures undertaken by relevant regulatory bodies – the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and local regulatory agencies - to improve the quality of atmospheric air and to prevent the emission of hazardous substances that have diverse impacts on human health and the environment. Art. 1.0.15 stipulates that standards for atmospheric air pollution are the criteria determining the permitted level for emissions of harmful substances.
Environment
Pollution control action plans: 
Art. 4 stipulates that Azerbaijan’s pollution abatement plan encompasses the following areas: establishing rules for registration of harmful substances emissions, introduction of technical norms and standards, establishing procedural rules for compensation in case of environmental damage, issuance of permits for emissions of harmful substances, state monitoring of policy implementation, ensuring compliance with the established pollution norms for fuels, technical facilities and technological processes, operation of transport. Other measures proposed to be put in place include implementation of the state programs on atmosphere protection and awareness building campaigns. Art. 8, 9 and 10 focus on pollution abatement programs and measures, technical regulations and norms of air pollution. Art. 14 and 15 set out frameworks for legal regulation of air pollution in transport, waste processing and storage. --- Art. 27.1.3 addresses the need to broaden the deployment of low waste and zero waste technologies in Azerbaijan. As a means to facilitate transition towards a low-carbon pattern of growth, the policy imposes control measures for stationary and mobile sources of air pollution.
Cooperation in env.: 
Art. 18 places an emphasis on the issue of transboundary air pollution. As provided by the article, the Republic of Azerbaijan fulfills its obligations under international treaties, and regulates transboundary air pollution in accordance with international legal practices. --- Art. 30-31 ‘International Cooperation on the Protection of Atmosphere’ articulate the objective of mainstreaming environmental security in cross-government cooperation.

The Law complies with provisions of the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan on Environmental Security, the Environmental Act of the Republic of Azerbaijan and the Law on Hydrometeorology Activity.
